I am sorry to hear that there were dogs not on leads and that some children were causing a nuisance. The rules are there for the safety and enjoyment of all and campers who we see on our 'staff rounds' or are reported to us for not abiding by the rules may be asked to leave the site and be reported to Pitchup as appropriate.
